In the Papert, will have an important retrospective dealing with the basis of modern communication and identifying the roots of communicative acting, showing that our actions can only become feasible and make sense within the discursive picture of a covering communication.

 The purpose is to show how organized communication can (and must) be a valuable support for the growth of the citizen and for the establishment of a just and balanced social picture.It is shown that effective communication considers the public as receiver (the most interested element) while he is co-producer of knowledge and sense, and not only as passive receiver of dispersed information. If well used, Social Communication can become a strategic resource capable of effecting a deep and involving social action. The second part the general principles of communication and connects them with Communication in Public  Health and its importance for local health services.

 Communication of risk, with examples of previous sanitary emergencies and well-executed cases of a Communicative Action, at the service of popular knowledge and social mobilization. Political and epidemiological implications, and from the media, are analyzed directly and objectively, offering an important tool for day-to-day use of the reader.    

In fact, it has been tried to offer to the professional, technical and general public the possibility to obtain information in a topical and practical manner, to clarify his doubts and to enrich his knowledge on the subject. Also, for those who wish it and feel more motivated, the publication provides a complete course on Social Communication applied to Public  Health and Risk Situations.


Learning Objectives: acting in common", as has been shown by the history of civilizations, is not an easy task to carry out. To communicate, in this sense, is an action that requires thinking, planning, evaluation and re-evaluation as many times as necessary. Reflection on the subject must not be dissociated from action as there would be the risk of not realizing a true dialogue with our fellow-men. This paper, which has been carefully prepared as a guide of effective and real communication, which is not dissociated from its social function, also intends to fill vacuums in the field of communication in order to strengthen actions in public health.
