The notion of public health identifies to the multiple processes and collective problems on to the existence of illnesses. This implies a perspective, in the social scope, that transforms the speech technician into the treatment of the problems in a speech social politician and on the mediated and negotiated possibilities. The actions of the Medical Union of the do Sul (SIMERS) insert the perspective of the social function of the doctor and its defining paper in the relative discussions to the pertinent questions to the public health. Category historically consisting of legitimacy, the doctors extend its field of performance and perceive not only as responsible for the care of the health of the individuals, but also as articulators and identifications of variable that intervene with the welfare mental physicist and of the individual and collectives.
The actions of intervention are distinguished on determined social problems that deserve treatment for the public politics better. They are the discussions and interventions around the politics on the consumption of the alcoholic beverage. Until then, the real causes of the problem and its consequences were disregarded by public opinion and, consequently, the governmental intervention in itself were inefficient. The SIMERS constructed the question of the alcoholic beverage before the public opinion and it redefined it in agendas of discussions for intervention politics. Beyond this variable, the SIMERS comes inserting essential subjects to the society in " public discussion " , creating a legitimate and new field of performance. One concludes that the medical performance in the society is essential in the context contemporary. The loss of referenciais affects the logic of the social life and politics, so necessary so that the political parties organized, groups and the government have conditions to develop a permanent space of discussion, promoting indicative of public politics.
