The Ministry of Health of the Republic of Turkey declared a Transformation in Health Programme in 2003. The pilot project started on September 2005 in Düzce province. Then, 10 additional provinces got started in this project. The aim of this study is to evaluate given data from provinces of the pilot study to see if they differ from others.
Data has been obtained from the MoH Yearbook of PHC 2004, data grouped as the Provinces Pilot Study data and the others. The variables were: count of health workforce for PHC units, annual growth monitoring, prenatal and postnatal care, immunization coverage Statistical analyses were done using Mann-Whitney U Test, and Multidimensional Scaling.
Province groups were similar except population per physician, growth monitoring, pre-postnatal care, and coverage with BCG vaccine. Multidimensional scaling suggests that Sırnak, Agri, Van, Hakkari, Bingöl, Şanliufa, Bitlis, Mus, Batman,Diyarbakır and Mardin are the worst provinces but none of them were selected.
We concluded that the pilot study didn’t launch to reduce the inequalities in health because of the selected provinces
