161.05 Technology for evaluate minister of health investment in national policy of health promotion: The case of national physical activity network of health system

In Brazil, the investment to promote physical activities projects were strengthening after the approval of National Policy of Health Promotion, in 2006. More than US$ 30 million were invested between 2005 and 2007 to create the National Physical Activity Network of Health System, which include 279 municipalities with many differences among their demographical, economical and structural (human resources and infrastructure services) constitution.
In a country like ours, it is impossible evaluate Health Promotion Projects in a local level (participant observatory, face-to-face interviews, etc) because the cost are high, distances are great and all the details for success and failed are important (specially, considering National Policy of Health Promotion has two years of existence).
So, it was necessary create a technology based on Minister of Health (MoH) web-service to be closer of the Network. MoH team created a questionnaire that included many questions about the local project its characteristics, public, advances and challenges; its capability to implement participatory management of Health Services and actions at the micro-local level and how health sector works with another sector of public policies to improve life quality. All the questions follow the direction of Health System directives and the Health Promotion principles to facilitate a local evaluation by the manager during the answer process. The simplicity of the questionnaire format and its quickly filling permit high levels of adhesion, more than 75% answered it.
With this electronic questionnaire was easy to recognize the projects profile and what kind of technical cooperation MoH must do to support the municipalities. Based on the answers, MoH defined the financial investment in 2008 will focus the sustainability of the Network and prioritized their managers for an educational process, creating a special online course of Health Promotion which will begin in 2009 with 500 vacancies.
