199.05 Biodiversity and prospective scenarios: Building a participative management model for the national biodiversity policy in Brazil

Biodiversity is a theme that talks in different ways with the Health field, including the Bioethical dimension.
Brazilian government has been working on the establishment and deployment of a National Biodiversity Policy (PNB), which could make possible the rational handling and preservation of biomes, such as that one of the Amazon Region.
The Brazilian Amazon region is considered strategic by all sorts of national and transnational political-social players and the handling of its biodiversity, for the health field, is part of the list of interests of those same players.

Thus, the management model for the execution of PNB becomes a very important variable.

A partnership between Fundação Oswaldo Cruz and Núcleo de Assuntos Estratégicos of Brazil’s Republic Presidency has been established in 2006, with the objective of producing knowledge that could make the building of this model fisable.In 2007, during the 10th Latin American Social Medicine Congress and 59th National Meeting for the Progress of Science a survey took place to collect information about the perception of different social players present: researchers, specialists, public managers, students and people in general.

An electronic form was presented, asking structured questions based on the Directives and Priorities of the Action Plan for the Deployment of the PNB. That form was only available for those who attended the event. 841 people were surveyed.The results found enabled the creation of specific scenarios related to the Amazon biodiversity theme. This first data collection is part of a Delphi study, which is under way.
This on-going process contributes for the production of a management model for the PNB, through the strategical planning methodology, based on scenarios.
