79.11 Information and health human resources management system in African countries of Portuguese language:  A cooperation between Brazil and Guinea Bissau

Introduction:
This study presents the implantation of the Information and Health Human Resources Management System - SIGRHS, in the Public Health Ministry of Guinea Bissau - MINSAP, as part of the partnership between Brazilian Ministry of Health and the World Health Organization, to support the use of information systems in the area of human resources in African countries of Portuguese language – PLAC.
Purpose:
The purpose of this work was the adaptation of the system to the local specificities and its implantation by the Public Health Ministry of Guinea Bissau - MINSAP.
Methodology:
The configuration was based in the health administrative organization of Guinea-Bissau, considering the organization chart of MINSAP, the identification of sectors and services of net of public health , the position and scholarship denominations, and the distribution of the net of services along the regions and the sanitary areas. The transposition of data of about 2400 workers from an Excel database to the system has also been accomplished.
Results:
As a result, it was possible to obtain a set of preliminary information on the country´s workforce, that is mostly constituted of workers with basic and medium level education. There were only 11% with superior level and 12% of illiterates. The distribution by level of care showed that 63% are from the primary attention, 25% from the secondary and 12% from the regional level.
Conclusion
We consider that SIGRHS has the potential of supporting the management of human resources in other African countries of Portuguese language, providing them of qualitative and quantitative information on the workforce in health.
