92.08 Implementation of labour certificate program by example of Chelyabinsk region

According to data of State Statistics Service the population of Russia had reduced from the beginning of 2008 to 119,9 thousand of people or 0,8% and at the 1 of June it is 141,9 millions of people, more than 53% of them are women. To overcome the demographic crisis in Russia priority national projects are being implemented. Within the project “Health” main attention is paid to labour certificate as a mode of government support of women which gives their right to be paid medical services provided by therapeutic establishments during the period of pregnancy and labour.
The aim of this labour certificate is to raise quality and accessibility of medicine, at expense of definite amount of money assigned to each certificate that will be paid to hospitals by Social Insurance Fund of Russia.
It resulted in evident effectiveness of giving medical aid the rate of birth mortality has decreased from 10,8 in 2005 to 9,1 in 2006 and 8,8 cases on 100 newborns in 2007. The rate of maternal mortality lowered from 29,9 in 2006 to 19,5 cases per 100000 of population in 2007. We witness small positive shifts in demographical situations in Chelyabinsk, first of all birth rate increasing from 9,7 to 10,5 per 1000 citizens and decreasing death rate from 14,6 to 13,0 per 1000 citizens and also birth mortality from 14,6 to 6,3 to 1000 newborns in 2007 in comparison with the year 2002. Even small positive birth and death dynamics decrease the findings of natural loss of population from 4,9 in 2002 to 2,5 on 1000 of population in 2007.
Thus it is evident the effectiveness of priory national project “Health” implementation in part of fulfilment the program of labour certificates that aimed at improving the quality of life and health service for mothers and babies.

Learning Objectives: 1. Bringing into service national project “Health” with govermental financial support of women during the periods of pregnancy and labour permit to decrease maternal mortality, the rate of infant mortality, death rate and the rate of natural loss of population and to increase birth rate. 2.Created methods of complementary financing for medical aid to pregnant women enable to improve demographical situation in Russian Federation. 3. Labor certificate provides additional financing in the amount of 10000 rubles that cover the salary of the medical staff, medication and modern equipment.
