How can we make health education as an efficient part of health systems – East- Azerbaijan and Ardebil in, Islamic republic of Iran.

 Introduction: new and continuously changing health care environments, epidemiological and demographic shifts and technological advances necessitate the preparation and regulation of qualified health education programs which are considered as one of the most important part of Primary Health Care system. This study carried out to evaluate current health education programs in two provinces of IRAN.
 Materials and methods: 200 health care centers in both rural and urban areas in each province chose through systematic simple random sampling. A questionnaire was used to determine the appropriation of the educational topics, evaluation of educational programs and also trainers. The validity and reliability of the questionnaire proved by a pilot project and  experts’ opinions. Data was gathered and analyzed by spss .
Results: this study reveal that 22.8 % of health education programs were about healthy nutrition, 20% of them related to child and maternal health and communicable disease, 6.3% related to life style, 5.6 % was about healthy environment.  63% of educations applied to the Community. All of educations presented by health care providers .56% of all programs never evaluated. 28% of educations carried out according to the needs assessment programs.
Conclusion: According to the findings of this study community should be more involved in health needs assessment. It is better to have healthy life style, and healthy environment packages in health education programs.
