104.04 Coordination, management, and ultilization of foreign assisstance for HIV/AIDS prevention in Vietnam

Introduction The study was aimed to following objectives: (1) to analyze the current status of receipt, allocation and utilization of foreign aids for HIV/AIDS prevention in the last 5 years and the trend in the next 5 years; (2) to evaluate the capacity to organize, policies and management – coordination mechanism of foreign aids for HIV/AIDS prevention; and (3) to make concrete recommendations on policies, mechanism and solutions with a view to improving the receipt, utilization and coordination of foreign aids for HIV/AIDS prevention. .Methods This study mainly employed a combination of both quantitative and qualitative methods in surveying and analyzing information from ministries and agencies, mass organizations at the central levels, who are the members of the National Steering Committee for Prevention and Control of HIV/AIDS, and Prevention and Control of Prostitution and Drug Abuse; ODA Donors and International Non-governmental Organizations that provide assistance to the HIV/AIDS prevention program in Vietnam. Findings National budgets for HIV/AIDS prevention and control at both central and local levels primarily come from central Government resource. Mobilization of social contribution has not yet shown any significant results and also there is very little information in this respect. International assistance funds that are channeled through international organizations still account for bigger part, although on the decreasing trend in the last couple of years. The implementation, monitoring and evaluation of programs/projects have not received due attention. These activities are mainly delegated to the line agencies and there is a lack of a standard and coherent monitoring and evaluation system particularly lack of effective tools and indicators for measuring the effectiveness of the foreign funded projects. There is no regular information sharing between government agencies at central and provincial level; between donor organisations and Government in planning, management and monitoring of foreign aid for HIV/AIDS prevention.
