138.03 Neonatal home care: Possible reality for Brazilian public health care system

Neonatal Home Care: Reality for Brazilian Public Health care system

 

 The Brazilian Hospital Sofia Feldman, it’s a philanthropic institution which belongs to the Foundation of Health Integrated Assistance System with 500.000 people for population. Since its establishment in 1982, the Hospital has as a primary goal the achievement of humanitarian assistance and reference to the National Politic of Humanization. Attends exclusively those who make use of the Unic System of Health – Brazilian Federal Medical System, emphasizing in women and newborn babies health assistance. The Hospital attends 831 biths/month including obstertrics care, neonatal, ITU neonatal and special programs such as the Neonatal Home Care Internment Program (PID – NEO), created in July 5th of 2004 according to what was established by the Health  Ministerial ordinance. The Program is consisted by a multidisciplinary team that conduct the neonatal home care internment,   as the first at this pattern of assintance in Brazil. The program promotes : entailment family/newborn, reduction of costs and risks related to internment, availability of beds, adherence to the method called “Canguru”, that stimulates breast feeding, development/integration of the family and of the team from the Health and Family on the process of care of the newborn who’s at risk.  The standards patients who are accepted on the program are: Kids with gestation age corrected since the 34th week, minimum weight of 1.500g, absent of enteral feeding, phototherapy with no levels of “external blood transfusion”. Indicators from the research period of July 4th 2004 to October 6th  2008: Number of children attended:1,388, Mortality rate:0,09%, reinternment rate: 3%,  breast feeding rate 85%, days/beds available:11,804, numbers of home visits: 6,686 .
In conclusion the Neonatal Home Care involves a practice of a Public Health of quality, making possible the integration of the child at risk with the family/community and  the  health’s team.
