Methods We carried out theoretical and practical studies by literature review, symposiums, and policy analysis. FindingsWe analyzed the basic framework of public health laws in China, summarized the main contents of civil rights protection shown by the public health legislation, and explained the main challenges. ConclusionResearch in public health legislation should be further strengthened, so as to achieve the harmony and unification of administrative power and civil rights in public health laws.
