General objective: proposed the adaptation of a Situational Planning Strategy (SPS) for the local health level that considers the communicative boarding and the dimension of the equality. The work supported in the application of the approach in one of the parishes of the Aragua State, Venezuela from a problematic in health prioritized by the actors-key and what turned in a plan of action. A documentary study and of field was made. The selection of the parish was carried out from two criteria innovatory in the application of SPS: The analysis for the estimation of the relative necessities of health; The analysis of the participative potential of the actor-key at front of the operational plan. The selected area was the Santos Michelena’s Capital Parrish where the actors prioritized, the “low solving capacity of the local health system net”. Methodology techniques for the processing of the problem: Explicative moment, The identification of problems connecting them with the articles referring to right consecrated in Constitution Venezuelan; The construction of social territories; Measurement of iniquities based on health indicators associated with the problem select. Normative moment, criteria of equity were incorporated in each operation. Strategic moment, the analysis of the actor-key motivation in front of the plan of action and the analysis of the capacity for the action (power), tried to emphasize communicative elements, like the negotiation. From the analysis of the problem five critical aspects were selected to design the plan of action. The plan of action was constituted by 6 operations and 21 actions. Principal conclusion of this study: the incorporation of a communicative approach allows the improvement and reinforcement of the health and of the dimension of the equity in allows SPS to strengthen the management in health and to contribute to the reduction of the iniquities within the population.
Learning Objectives: To analyze the incorporation of the communicative approach and of the dimension of equity in the Situational Planning Strategy in the local level of health, as tool that allows to strengthen the local management in health and to diminish the inequities.
