431 Human Resource Management At the Ministry of Health of Turkey

Human resource management, an organization's most valuable asset, intellectual capital, high-performance work force in order to evaluate the acquisition, development, motivation and retention of the provision for all the activities carried out. Some common principles developed in the field of human resources management in public administration. These qualification (merit), career, equality, security and the principles of neutrality.

The objective of this research is to determine the level of implementation of the principles of human resource management in the Ministry of Health.

In this research, legislation applicable to the management of human resources, and various research reports prepared on this subject were evaluated.

According to MEHTAP (1963),  and KAYA (1991) reports, public institutions and organizations are not managed in accordance with scientific principles. Prepared by the Ministry of Health Strategic Plan covering the years 2010-2014 are also stated to be the case. The Constitution, 128 / 3 stated in the "top-level public administrators brought up principles and procedures prescribed by law" clause of any law so far removed from the Ministry of Health Promotion staff and lack of Regulations Title Change, as well as the strategic plan, human resource management principles of merit and career have not been targeted in the expression of any of Ministry of Health in accordance with scientific principles of human resource management.

The constitution of Turkey clearly stated in the application of science and human resource management principles required by implementation of an effective and efficient public health service (such as modern countries) to ensure supply of the service areas, will increase the level of employee satisfaction and service areas. In this regard, particularly the Ministry of Health, including all relevant agencies and organizations is thought to be a large responsibility.
