Establishing national smoke-free policies and cities in Vietnam

The aim of this intervention program was to strengthen the implementation of smoke free policy and its compliance in 4 settings (education, health, transportation and government office)

The program was conducted in 6 provinces including Thai Binh, Hai Duong (North of Vietnam), Hue, Ha Tinh (Center of Vietnam) and Khanh Hoa and Dong Thap (South of Vietnam). Pre- survey was conducted in 350 males and females staff of 6 provinces in 2009. The intervention was implemented from 2009 to 2011 and a post survey conducted in 2011. Advocacy toolkit was developed and printed.  Trainings were conducted for key members of Provincial Public Health Associations. After training, they started to conduct advocacy meetings and workshops for key leaders of different related sectors in the provinces and Leader of Provincial People Committees (PPC). Tobacco Control Taskforces were formulated in all 6 provinces with participation and lead of Vice chairpersons of PPCs. All 6 provinces successfully issued Provincial Directives on Tobacco Control to implement Decision 1315 of the Prime Minister.

Trainings were conducted for leaders of related sectors in 6 provinces include Health; Education; Transportation and Culture, Sport and Tourism. Trainings for mass organizations such as Youth Union, Women Union and Trade Union were also conducted so that they can become Monitoring taskforce at provinces and integrate the monitoring in their already assigned duties. Guidelines on smoke free health facilities, schools, transportation and offices were developed, printed and disseminated to related agencies.

After two years of the program, the situation of smoking in indoor offices significantly reduced from 72.1% (2009) to 27.3% (2011) (χ 2 = 145,3808; P<0,001). The average number of days exposed to tobacco smoke at work also reduces from 3.53 days (2009) per five day working week to 3 days (2011).
