Health Facility Assessment in Five Populous Regions of Ethiopia

Background

Ethiopia, a country of 82.1 million people, has the poorest health status even relative to other Sub-Saharan countries.

Objectives

To measure the capacity of the healthcare infrastructure in selected regions of Ethiopia.

Methods

A total of 131 health centers and 24 hospitals were involved in the study. The study was conducted in the Addis Ababa City Administration and the Amhara, Oromia, Tigray, and Southern Nations Nationalities and Peoples (SNNP) Regional States.

Results

Looking at the situation of the HCs, only 29 (22.3%) reported having functional backup generator with fuel and attendant. Majority of the health centers 121 (92.4) reported having client satisfaction measurement tools and way finding was not difficult in the majority of the health facilities studied. However 87 (66.4) of the health centers were not friendly to patients with disability. From the 126 HCs that reported having a safe and functional toilet, more than 92% had open pit latrines. The majority of the health centers 94 (71.8%) reported that they do not have adequate number of health personnel. Laundry and sluice room services were available in only a handful of HCs from the 114 that claimed to provide inpatient services.

All the hospitals had extra reservoir for water. Moreover all the hospitals reported the presence of safe and functional toilet rooms, the majority (54.2%) being pit latrine type. One of the areas where weak performance was reported by the surveyed hospitals was the documentation aspects. Only slightly more than half (54.2%) of the hospitals had documentation on the site plan.

Conclusion

The present survey documented positive performance of the health facilities especially in the areas of many of the types of services provided.
